2014 

COMMUNITY SAFETY PROJECT

  • Usalama's Crime Observatory project is harvesting results by collecting substantive crime data from 13 communities (NUMBER OF REPORTS ENTERED/FORMS)

POLICE ACCOUNTABILITY PROJECT

  • Usalama launched a pilot mobile phone based platform, called Utumishi, to capture the public assessment of police service delivery and to foster accountability. So far 3750 responses have been received.

SAFETY INITIATIVES

  • Usalama has engaged in each of the five communities (Mtwapa, Kisii, Eastleigh, Kagumo and Kibera) 30 women, 2 youth groups and 5 schools to become champions of crime and violence prevention in four communities in Kenya  

2013 

COMMUNITY SAFETY PROJECT

  • Usalama held an international conference on Strengthening community role in crime and violence prevention Community Safety Forums were held in 13 communities

POLICE ACCOUNTABILITY PROJECT

  • Usalama held a consultation workshop with IPOA, NPS, CSO and partnered with CHRI to produce posters, flyers and booklets on the police accountability structures to raise public awareness
  • Officers Commanding Stations from 13 police stations were trained on the materials and on service delivery

MODEL POLICE STATION PROJECT

  • Usalama with support of USAID created a model police station in Voi Community

SAFETY INITIATIVES

  • Usalama has engaged women, youth and schools to become champions of crime and violence prevention in three communities in Kenya

MONITORING POLICE REFORMS

  • Usalama produced a report on the police vetting process and public perceptions of police work  

2012 

COMMUNITY SAFETY AUDIT

  • Usalama with support of OSIEA and in partnership with Research Triangle Africa executed safety audits in the communities of Mtwapa, Kagumo, Eastleigh and Kisii Usalama held meetings for the communities to validate the results from the audit and create safety strategies and plans

POLICE STATIONS

  • Usalama audited and researched 21 police stations across Kenya Usalama partnered with APCOF and CJCP to create the crime observatory project

MONITORING POLICE REFORMS

  • Usalama produced two reports on the progress of implementation of police reforms in Kenya

POLICE STATION VISITATION

  • Usalama partnered with CLEEN foundation and Altus Global to ensure the community visited 10 police stations in Nairobi and 10 stations across the country
     

2011 

COMMUNITY SAFETY AUDIT

  • Usalama in partnership with Center for Justice Crime Prevention prepared for safety audits in four communities in Kenya Usalama created crime and violence prevention teams Usalama held a pilot safety audit in Eastleigh, Nairobi


MONITORING POLICE REFORMS

  • Usalama monitored the police recruitment across the 47 counties in partnership with CIC, KNHCR, UN-Women, PRIC, community groups and Kenya Correspondents Association
  • Usalama engaged in review of and lobbied for conclusion of the new police bills (NPS, NPSC and IPOA bills) during meetings with Parliamentary Committee on security, the minister and PS for internal security, police leaders
  • Usalama set the agenda and made presentation on recommended changes in the police bills during an advocacy session with the Committee on Administration and National Security
  • Usalama through campaigns lobbied for the establishment of the National Police Service Commission ahead of the appointment of the Inspector General of Police

POLICE STATION VISITATION

  • Usalama partnered with CLEEN foundation and Altus Global through the Community Policing Committees and visited 10 police stations in Nairobi  

2010 

POLICE REFORM AGENDA SETTING

  • In partnership with the Police Reforms Implementation Committee (PRIC) Usalama convened a national stakeholders validation forum on the Independent Policing Oversight Authority (IPOA) Bill
  • Usalama and PRIC legal drafters prepared a new version of the IPOA that was eventually presented to the Commission for the Implementation of the Constitution
  • Usalama made presentations at the PRIC forum on Private Security Industry Regulation Bill


LEGISLATION CONTENT DEVELOPMENT

  • A Popular version of the Ransley report was published by the Kenya National Commission on Human Rights (KNCHR) on behalf of Usalama
  • Usalama in partnership with KNCHR organized a national conference on Security Sector Reforms ahead of the Referendum on the constitution.
     

2009 

POLICE REFORM AGENDA SETTING

  • Usalama represented civil society at a roundtable table meeting with the Ransley Task Force on Police Reforms to establish the agenda for reforms
  • Usalama prepared a comprehensive police reforms framework and submission to the Ransley team Usalama held a CSO/ Government feedback session on the Ransley report

FRAMING ACCOUNTABILITY

  • Usalama prepared a situation analysis and a policy issue paper on police oversight in Kenya Usalama prepared an institutional and legislative framework for police accountability in Kenya and presented this to the Ministry of Internal Security

2008 

POLICE REFORM AGENDA SETTING

  • Usalama ensured that the work of the Waki Task Force on the Inquiry in the Post Election Violence emphasized on police work
  • Usalama produced the policy implementation framework for the Waki Task Force
